Insurance payout should be based on median sell prices where character was at time of loss: region, empire faction, or at least hi sec versus 0.0.
The problem with EVE wide averages include:
(1) Noob players are especially impacted by long search and travel requirements to find sell prices near that EVE-wide average price.
(2) This new insurance system could well setup requirements to travel into lo sec and 0.0 to reach sell orders near EVE wide average sale prices.
(3) Average purchase price may encompass wide variations in sell order prices -- especially those orders visible within reasonable range.
There can be substantial differences in available sell order prices between regions due to differing supply and demand. This can be especially true of 0.0. Ships in 0.0 are often sold at near cost to alliance members & higher volume mining ops mean minerals cost less too.
(4) Sell order prices may differ widely from market averages can be dominated by high volumes of lowball buy orders. Especially stuff traders can buy up most the supply and mark very high for sale. Or if stuff is being mass shipped to 0.0.
(5) Averages can lag abrupt changes in market by days or weeks, especially in normally low volume sales like ships. Hold a Caracal PVP tournament then watch prices quickly rocket.

Well I do work in IT. CCP is nowhere near the best or worst in preparing for software upgrades. However, coding surprises at production deployment time are a sign of bad management at test and pre-deployment time. However, loading and especially configuration of support software can also have significant impact to deployment if done manually instead of fully scripted from test server experience -- more room for error, omission, and fumbling in the dark.
I would bet the overall CCP coding staff is very good to excellent. But every sign points to CCP software management being very optimistic about skipping details in pre-deployment due to a desire to pinch pennies on the test server environment. CCP should have done at least one dry run where they re-deployed new software to the test servers. Either that was not done or the test environment is cheap and only roughly approximates the production environment -- a common management cost saving measure.
Not saying they should buy all the same hardware, though that would be optimal and provide a backup site. But the test server should have all the exact same software and have a virtual box for every real hardware box in the production environment...or where dozens of the same box exist in production at least enough to simulate the connection architecture.
The test server should at least be exposed to the complete user database a week or two before deployment.
The 'we'll fix it when it hits the real hardware and data' approach maybe traditional and the most widespread approach to deployment but its not a good one for real time services to large user groups. That approach is the IT Ego model that says customers can just FO and die if they can't wait. However, that approach is usually forced on conscientious IT groups by penny pinching upper management until they cave and lose their integrity. I suspect that is partially true in CCP due to outside deadlines and money pressures and top managers now well removed from direct code involvement.

Oddly enough if you follow the download links farther than this first page -- you find that the new version is still not posted at least for Windows. The file save still says build 127381 when you go to save it. And you still will have a DOMINION screen if you apply it.
Guess your IT standards of testing are pretty low. But you got out a fast response. That is what counts for management in some IT shops -- take some action ASAP and fix it as users turn in proper detailed documentation of errors. IT managers tend to lose integrity pretty fast in some high pressure corporations and drive both coders and users nuts while toadying to higher up management.

Overall CCP may not be the greatest at fast deployment but they are not the worst. And I am very glad that they take their time making sure that the new server software does not wipe out or screw up the existing EVE character and item database in any significant way before allowing play to resume. Only too bad their test environment is not higher fidelity representation of production and used to do a more thorough deployment practice run.
Historically the new client will not be available until after the Tyrannis server comes up and opens for business. Unfortunately CCP reserves the right to patch client software as well as server software until the end of deployment. You can look for this when your old client reads the server as live with incompatible version giving with a specific new version for more than 10-15 minutes. (Something like that)
Historically CCP tends to "forget" to link the regular downloads for a while. So your first source tends to be the patch download via client. This may be intentional to let CCP do live user monitoring with low numbers of people online. This method tends to be very slow and mostly good for well connected EU people. As you know geographic distance even in EU has little to do with well-connected. Normally the torrent download becomes available 1-2 hours after the new EVE server comes up. Then 3-6 hours later you maybe able to directly download off of www.eveonline.com albeit at very congested speeds.

Patch from EVE website, incase people missed it. I just had to find the URL for any random patch, and then change the numbers to the current version, and the updated version, Simple.
Built-in Client update is UP! And fast! CCP has farmed that out to spots around the globe.

However I am not sure this is the final client patch for when the server goes live. Note the little _m at end which is not normal for EVE client releases. Looks like a work in progress.
I note that the formal EVE patch links do not go to this file but still point to last DOMINION download. Usually a sign that CCP is still working. Oh they just finished now.
Client patch is faster download than this though.
